Skills are unlocked by investment in your passive trees, specific skills being tied to specific passive trees. You chose a base class which has a base passive tree, and at some point you make an irreversible decision to spec into a mastery tree, which expands on one aspect of the base class's abilities. You level up a tree and it lets you allocate points in the tree that are gated on your total level of investment in the tree. The passive point progression system is similar to Grim Dawn.
